About RPA
Ratepayer Protection Alliance (RPA) was formed to support the rights of the people of Amador County against unfair rate increases, which are usually used to subsidize special interests. Recently, RPA has assisted citizens who successfully protested several water rate increases. RPA is committed to ensuring that water, wastewater and garbage rates in Amador County are justified, and do not unfairly burden local residents.

Jackson Approves Garbage Rate Increase

On May 14, 2012, the Jackson City Council approved a resolution to increase garbage rates by 3.68% without following Prop 218, an amendment to the California Constitution that allows residents the opportunity to protest garbage rate increases. The council ignored a letter from RPA member Ken Berry and comments by Judy Jebian made at the meeting. Both Jebian and Berry informed the council about Sutter Creek’s recent lawsuit and settlement for not following Prop 218 and the resultant costs incurred by Sutter Creek for not following the constitutional amendment. 5/10/12 AWA Board Meeting Summary
  1. AWA Needs More Money for Rate Consolidation Study
    In September 2011, after discarding a $55,000 rate study by consultant Bob Reed that had a $20,000 cost overrun, the Board earmarked an additional $120,774 for a new rate study to consolidate the water systems. At the May 10, 2012 meeting, General Manager Gene Mancebo informed the Board that he needed an additional $14,500 to complete the new study and pay Reed to attend meetings with wholesale customers (cities) and large water users.   2. AWA Annual Audit Still not in Agreement with 66013 Fund Report (Again)
    After 7 weeks, AWA’s General Manager Gene Mancebo still did not explain problems the public found in AWA financial reports on March 22, 2012. At the May 10th meeting, Mancebo asked the Directors for $5,500 to contract an outside accounting firm to do a review of the Agency’s financial system. Details...

Plymouth Considers Garbage Rate Increase

On May 10, 2012, the Plymouth City Council considered a resolution to increase garbage rates by 4.8% without following Prop 218, an amendment to the California Constitution that allows residents the opportunity to protest garbage rate increases. Help Needed with Rate Protest

In the next month or two, we expect AWA to send water rate increase notices to ratepayers. RPA is currently gearing up to help ratepayers stop the unjustified increase. We’ll need volunteers to walk their neighborhoods collecting protest signatures. Donations for postage will reduce the need to walk door to door.
